Cartoon bad guy #39 is Rowdy Roddy Piper from Hulk Hogan's Rock'N'Wrestling! Hulk Hogan's Rock'N'Wrestling ran for 2 seasons in 1985 and 1986, here's the show's intro youtu.be/IqVNP1Myj6I This was kind of a tough one because the cartoon wasn't drawn all that well and the likenesses aren't perfect on the show. I decided to stick with how the character was done on the show, so here ya go. Charlie Adler, who did the voice of Hot Rod in the cartoon also did the voice work for Tex Hex and Professor Monkey For A Head. Roddy Piper is my favorite wrestler and his movie They Live is my all time favorite. Stay tuned to see who I'll add next...
